ICS2: New filing requirements for your exports via/to Europe
In our previous announcements, we kept you informed regarding the implementation of the Import Control System 2 (ICS2) regulation, representing significant enhancement to the EU’s Customs security and safety framework. As of December 4,, 2024, the industry had to comply with ICS2 filing requirements for all shipments to and via the EU, Norway, Switzerland, and Northern Ireland. However we secured a deployment window deferring the requirements until March 1, 2025. From this date, ICS2 filing will be mandatory.
ICS2 is the EU’s advanced cargo information system, requiring all Economic Operators (EOs) to submit detailed pre-loading data for goods entering or transiting the EU, Norway, Switzerland, and Northern Ireland. This also applies to Freight Remaining On Board (FROB), meaning cargo originating outside the EU but transiting through it before continuing to a final destination outside the EU.
What are the new requirements for submission?
For each HBL, the following details will be required:
- Complete Buyer and Seller name, address, and contact information
- EORI number of the buyer in EU, not required if Freight Remaining On Board (cargo not destined to Europe)
- House bill of lading data as:
- Complete Shipper and Consignee address, including both a physical address and P.O. Box Number (if any), Postal Code, and Sub-division (Can be FFW to FFW or Direct Shipper to Direct Consignee. Depending how you would like us to issue our HBL to you)
- Complete and accurate commercial cargo description
- HS 6-digit commodity code
ICS2 Filing Fee
An additional charge will be applied to cover the administrative requirements under ICS2. The fee will be charged as part of the origin charges, per transaction, and may still be subject to additional local filing charges. In order to provide the service, we will apply a standard global charge at USD 35 per filing. This will be effective for all shipments transiting or arriving in EU on/after March 1, 2025, and will be subject to amendment/late fees. Filing fees can me multiplied depending on how many seller & buyer we are requested to file.
